台灣雙A—華碩、宏碁搶在「2014台北國際電腦展（COMPUTEX 2014）」前大動作造勢，宏碁下周四（29日）舉行自建雲體驗中心開幕記者會，華碩也將於6月2日舉辦展前記者會，搶先吸引媒體目光。

今年是華碩重返手機領域的關鍵一年，宏碁也面臨轉型重要時刻，雙A趕在台北國際電腦展前較勁，兩家公司都有備而來。

華碩、宏碁具有主場優勢，宏碁29日記者會由董事長施振榮親自主持，展現轉型決心，會中除了展示自家產品之外，當天也會有十多家國內外盟友宣布與宏碁自建雲合作，相關服務最快第3季起正式上線。

華碩不讓宏碁專美於前，已正式對外發出邀請函，將在台北國際電腦展前一天、6月2日端午節當天舉行國際新品記者會，由董事長施崇棠主秀，主打下半年推出的新款筆電產品，外傳新款智慧手機4.5吋ZenFone也將會現身。

端午節即將到來，台灣彩券公司20日宣布端午加碼活動內容，除威力彩率先在26日（下周一）當期頭獎加碼2億元，大樂透自27日（下周二）起連續2期頭獎各加碼1億元，BINGO BINGO賓果賓果全玩法獎金也自5月26日起連續加碼14天，今年端午加碼總獎金高達新台幣4.8億元。另外，端午節應景刮刮樂商品「500萬慶端午」20日同步上市，每張售價500元，中獎率4成，頭獎高達500萬元。

台灣彩券公司在20日舉行端午加碼宣告記者會，並由總經理黃志宜公布加碼內容。黃志宜說，今年端午加碼由威力彩打頭陣，5月26日（第103000042期）開獎的威力彩，頭獎獎金加碼2億元；大樂透緊接在後，5月27日及5月30日（第103000046及103000047期）開獎的大樂透頭獎獎金各加碼1億元，如果這兩款遊戲若加碼當期頭獎未開出，加碼獎金將會計入當期頭獎總獎金後，累積成為次期頭獎獎金。

另外，黃志宜表示，每5分鐘開獎一次的BINGO BINGO賓果賓果也將自5月26日至6月8日（第103029436~103032277期），連續14天進行全玩法獎金加碼，加碼期間內「基本玩法」及「超級獎號」各星玩法獎號全中之獎金金額提高至1.5倍，附加玩法「猜大小」獎金倍數由6倍提高為7倍，加碼金額約0.8億元。

黃志宜同時也在會中分享歷年買彩券中大獎的幸運兒面相特徵。黃志宜指出，今年高額獎金中獎得主的面相特徵是橢圓臉、高鼻子和雙眼皮。比較有趣的是，與過去台彩高額中獎人統計結果多為大眼睛、厚唇者較多相比，今年第一季高額獎金得主則是以小眼睛、薄唇者佔多數。

從歷年端午加碼活動後頭獎開出縣市的統計顯示，獎金最高的一次是去（102）年端午加碼後，7月18日在桃園縣開出的威力彩，頭獎獎金累積到23.62億元，由1人獨得，不僅是史上威力彩單注最高頭獎，也創下彩券史上最高頭獎的紀錄。另外，民國98年端午加碼活動也開出大樂透史上最高單注獎金9.38億元。

同時，為慶祝端午佳節並回饋忠實彩迷，台灣彩券公司端午節應景刮刮樂商品「500萬慶端午」也在20日同步上市，限量推出的「500萬慶端午」刮刮樂以龍舟、粽子、立蛋、香包等端午節元素作為刮區，高達14次中獎機會，中獎率達40.86%，每張售價500元，頭獎獎金500萬元，總獎金更超過10億元，彩迷們喜愛的「麻將」、「幸福摩天輪」與「金蟾蜍」等不同主題與玩法的刮刮樂遊戲也同時在端午佳節前夕推出，陪伴民眾歡度佳節，還有機會刮中大獎。

北市吉林段地上權案 下午開標

（中央社記者黃意涵台北2014年5月20日電）台北市政府與國防部合作開發第3案「台北市吉林國小附近國有土地設定地上權案」正式公告招商後，今天下午2時30分開標。

財政局說明，此案基地位於吉林路與吉林路51巷交岔口，土地總面積約1118平方公尺（338.195坪），都市計畫土地使用分區為第二種商業區與第三種住宅區，距蘆洲線及松山線交會的捷運松江南京站僅約500公尺，具雙捷運線交通便利優勢，區位條件極佳。

此基地是以設定地上權方式辦理開發，地上權存續期間為70年，未來得標地上權人不得分割出售此基地上的建物所有權，權利金底價訂為新台幣4億8600萬元，投標權利金最高者得標。

高雄市議員關切如果高雄市地下道積水有汽機車誤闖，如何因應防範。高雄市政府說，有監測系統會警示，消防局也提醒車主先解安全帶並先開窗逃離。

台中一名婦女在不知情的情形下闖入積水逾百公分的地下道致死案，引起高度關切。高雄市議員李眉蓁今天在市政總質詢關切類似事件如果發生在高雄市，該如何因應。

高雄市長陳菊表示，各局處有其專業和因應方式，應變能力要經過不斷的演練和訓練；她舉汛期期間，市府水利局已有妥善的準備和因應。

水利局長李賢義表示，高雄市幅員廣大，為掌握各區的降雨及積水情形，水利局建置水情e點通，只要透過手機和電腦都能即時掌握水情，市府也會因應防災和救災。

交通局長陳勁甫說，工務局、交通局和警消在很多重要路口和地下道設監視系統，可以掌握水情並通報。工務局長楊明州說，有專人每週定時巡查確保地下道排水順暢，如果有積水會啟動抽水，他並允諾有更完善的警示系統。

消防局長陳虹龍說，一旦接獲汽車陷入積水地下道，會有救災和救護車救難，也會出動潛水人員；不過他提醒民眾，救援人力需要時間才能趕赴現場，呼籲民眾把握救命黃金時間，要先自救，解開安全帶、打開窗戶離開汽車，以免車輛下沉滅頂。

駐越南代表黃志鵬在越南暴動前夕請假返台，引發爭議。外交部發言人高安表示，我駐外館處有健全代班制度，當代表或主管不在，就由副代表或副主管處理業務。她指出，黃志鵬請假期間，仍隨時與越南當地保持密切聯繫，事前也周知台商會、建立聯繫網絡等，作好萬全準備。

內政部營建署官員今天說，雙北市會優先推出社會住宅，預估民國112年社會住宅量能增至3.4萬戶，加上租金補貼戶數，預估可滿足全國10萬戶居住需求。

總統馬英九今天在就職6週年以「傾聽青年心聲，實現世代正義」為題發表演說，並提及要加速實現居住正義，讓青年住得起台灣。

內政部表示，在落實居住正義政策方面，規劃合宜住宅及社會住宅。合宜住宅限定承購資格，提供中低收入且無自有住宅的家庭以市價7成購買；社會住宅則是只租不售，幫助部分無法透過租金補貼在市場上租到合適住宅的弱勢者解決居住問題。

內政部官員表示，居住需求量大的雙北市目前很難找到地蓋合宜住宅，將以推動社會住宅為主，現有出租國宅和平價住宅約6813戶，未來規劃台北市會有9303戶、新北市5421戶、台中700戶、新竹市300戶、花蓮52戶，總共增加1萬5776戶。

另外，政府將協調財政部國有財產署釋出公有土地、軍方提供用地改建，或是以增加容積獎勵等方式增加社會住宅量，預計可提供1萬1000戶，因此，預期民國112年社會住宅的量能增加至3.4萬戶，並將整合住宅補助及社會救助等租金補貼約6.5萬戶，預估將可滿足全國10萬戶居住需求。

內政部長陳威仁曾在立法院答詢時說，內政部主導的政策沒有要蓋合宜住宅，但地方政府基於調節當地住宅需要、地方特性要蓋合宜住宅，「我們不反對」，他支持地方政府提供公有土地蓋合宜住宅。

基本上，內政部對收入較低、購屋困難者，原則以提供租金補貼或只租不售的社會住宅；對中低收入無自有住宅、能力尚可購屋者，提供合宜住宅、購屋貸款利息補貼來協助。
