Using in the two sentences you have statement means the same.
However, they are NOT the same most of the time, and need to be careful to use it.
"Full blooded" means "A person (or an animal) of unmixed race or breed"
On the other hand,
"Full fledged" can mean: (1)fully developed (mature) (2)full status or rank (a full fledged doctor)
