大陸國務院：政府預決算支出將全部公開

大陸國務院今日發布《國務院關於深化預算管理制度改革的決定》。《決定》要求，除涉及機密資訊外，政府預決算支出將全部公開。

中國政府網報導，《決定》指出，建立適應現代化的財政制度，有利於資源配置和社會公平。《決定》提出，全面規範稅收優惠政策，除專門的稅收法律、法規和國務院規定外，各部門起草的其他法律、法規、發展規劃和區域政策都不得超出中央的財稅制度、規定稅收優惠政策。

各地區、各部門要對已經發布的稅收優惠政策進行規範，違反法律法規和國務院規定的必須停止執行。符合規定且具有推廣價值的，要盡快在全國實施。

另外，建立稅收優惠政策備案審查、定期評估和退場機制，並加強考核機制，嚴懲各類違法違規行為。
