染紅基隆河 環局灌水泥封管

（中央社記者戴雅真台北24日電）台北市基隆河畔劍潭抽水站水池整片水域被染紅，北市環保局今天前往偷排廢水的工廠灌水泥封管，並深度查核，追償不當利得。

民眾昨天上午在劍潭抽水站發現大片紅色污水，通報議員找來台北市環保局及工務局水利處。

環保局追查上游污染源，進行地毯式調查，下午在距離抽水站不到1公里的士林區後港巷，發現從事洗染定色作業的偉瀚實業股份有限公司私接暗管，非法排放廢水，當場勒令停工。

環保局第二科科長楊維修表示，環保局今天上午派員前往工廠，將工廠2樓埋水管的部分外牆敲除、切除水管，並以水泥封住排放口。

楊維修指出，環保局下午派員進廠深度查核，檢視工廠的用水、用電及原料進出數量，追查工廠何時開始私排廢水，以利未來依行政罰法追償業者不當利得。

楊維修說，遭染紅的劍潭抽水站，環保局昨晚動員10多人，在池面鋪上攔油索吸油棉，今早取出，目前水池已經恢復原色。1021224
