放流水標準趨嚴 業者提削減計畫

科技、石化業偷排廢水案屢屢發生，環保署訂定多項放流水標標準，分別自1月或7月1日起生效，由於標準嚴格，許多業者擔心遭重罰停工，向環保署提出放流水削減管理計畫，迄今為止，至少有12家業者提出申請。環保署表示，雖然業者提出削減計畫，是合法「走巧門」的措施，但仍需有具體減量成果，否則仍會受罰。

環保署自100年12月1日及今年1月22日先後發布「石化業」及「化工業」的放流水標準，對化工業之氨氮管制，依既（新）設業者，規範不同限值及緩衝期因應。其中新設業者之限值為每公升20毫克，並自發布日施行。

由於放流水標準比以往管制標準要嚴，違者將依汙染情節嚴重，遭到數十萬元至數百萬元罰鍰，情節重大者，甚或可能遭到催繳不當利得，金額可達上億元，甚至可能如日月光案一樣遭停工處分。
