非都市工業區土地 擬課奢侈稅

（中央社記者謝佳珍台北19日電）行政院今天通過特種貨物及勞務稅條例修正草案，將依法得核發建造執照的非都市土地的工業區土地納入課稅範圍。

行政院會通過的草案明訂，自住換屋免徵特種貨物及勞務稅（奢侈稅），並增訂其他經財政部核定者也免徵；草案將送立法院審議。

財政部次長吳當傑上午在行政院會後記者會說，這次修正增列「其他經財政部核定者」，免徵特種貨物及勞務稅，給主管機關「個案認定」的權限，以免傷及無辜。

他表示，例如夫妻婚前名下各擁有1戶房屋，因婚姻關係變成2戶，若婚後有意出售其中1戶，可經主管機關事實認定後，免徵特種貨物及勞務稅。1021219
